The first sheet of this document is a certificate issued in 853 (Ninju 3; Tang dynasty, Dazhong 7) when Enchin arrived at Fuzhou in China and then went on to Taizhou. The second and third sheets were issued by the Fuzhou Secretary of Records, Ping Zhong, in response to Enchin's request to be allowed to make a pilgrimage to Mt. Tiantai and other sites with a group of six other people. The seal of the Fuzhou military government has been stamped in four places. A travel permit and certificate of passage issued by a Fujian official are also appended.
