This certificate was issued by the Dazaifu, the government headquarters in Kyûshû, in 853 (Ninju 3) at the time Enchin departed for China. The seal of the government office has been stamped in three places. Information in the document tells us that Enchin boarded a boat on which a Chinese merchant named Wang Chao and others were returning home.
